The Elkhorn Public Schools District submits this letter in opposition to LB 878. We request that this letter be made a part of the public record. Our opposition to this bill centers around the elimination of special elections except in cases of specified emergencies.
For a district like Elkhorn, persistent growth puts pressure on our facilities, requiring bond issues to create additional classroom space. The careful decision for a bond issue is studied for months ahead of a vote of the Board of Education to determine whether to advance District facility needs to a vote of the people. Many times, District leaders are awaiting actual new student enrollment numbers in August before a final decision can be made.
